Who in their right mind would say that they are tough on DUIs, and then license bars to remain open seven days a week serving booze til 2 in the morning.  Read the newspaper every week to see how well the message is getting out.  Each day, a brand new bunch of DUIs is posted.   If the State really wants to get rid of DUIs, shut down retail establshments selling drinks after 10PM.  Let them serve anything they want after that except booze.
